On 30 May, vice chairman and vice secretary of the party committee of China National Building Material Group and president of CNBM Academy Yao Yan, as a representative of the 9th National Convention of China Association for Science and Technology, attended National Science and Innovation Conference, Academician Conference of Chinese Academy of Engineering and Chinese Academy of Sciences, and the 9th National Convention of China Association for Science and Technology at the Great Hall of the People in Beijing.
At this technology event, General Secretary Xi Jinping and Premier Li Keqiang attended the meeting and made important speeches. Xi Jinping emphasized in his important speech "Striving for Building a Global Technology Superpower" that the nation will thrive if technology thrives and the country will be strong if technology is strong. He said, "The meeting being held today aims to put scientific innovation in a more important position, and sound the clarion call to build a global technology superpower, as China is now at a new historic starting point for development. To realize "Two centenary goals" and the Chinese Dream of the Great Rejuvenation of the Chinese Nation, we must pursue to the road of self-innovation with Chinese characteristics, face the world's technology frontier, the main field of economic development and major national demand, speed up scientific innovation in different fields, and grasp opportunities of global technology competition. This is the start point of building a global technology superpower." Li Keqiang emphasized that we should deepen reform to motivate the enthusiasm of mass scientific research personnel, and gather strength to build an innovation-oriented country and a global technology superpower.
At the 9th National Convention of China Association for Science and Technology, Yao Yan submitted the proposal of "Improving Scientific Innovation Efficiency through Refined Systems". Yao Yan believed that the state government puts importance on scientific innovation, and launched a series of policies and regulations to encourage scientific innovation, but in the specific implementation process, scientific innovation units faced some puzzles and problems. Therefore, completed and refined systems should be established to solve these problems. She proposed that we can use the method in formulating "Key and Core Technology Patent Plan Road Map" to facilitate the building of an intellectual property superpower. For the projects with unique industry features and a need to improve industrial competitiveness and transformation and upgrading, the expert selection mechanism should be improved. The assessment mechanism that lays equal emphasis on "Output and economic performance of major scientific results" should be established to reduce pressure on the operation and unleash innovation vitality of system-changed scientific research institutes to the maximum extent. Efforts should be concentrated on the promotion of scientific innovation in respect of resource integration and incentive mechanisms of technology talents.
At this technology event, the awarding ceremony of the 11th Guanghua Engineering Science and Technology Award was held in the meantime. Yao Yan, as an expert in the material field, obtained the engineering award. She is the only person that won the award in the building materials industry. The winning of Guanghua Engineering Science and Technology Award fully recognized outstanding achievements and significant contribution made by Yao Yan over years in the scientific research and application of high strength and high performance concrete, new type concrete admixture, special concrete, and safety and durability of concrete and other relevant materials. The award also is a high praise for outstanding achievements made by China National Building Material Group and CNBM Academy in implementing the scientific innovation strategy and promoting the technology advancement of the building materials industry in China, set a good example for the building materials technology field in China, and demonstrated the exemplary power of "scientific innovation".
